The Horn of Africa is experiencing its worst drought in four decades, according to the government and the United Nations, with nearly a quarter of a million people facing starvation.

In partnership with FAO, BADEF distributed an unconditional cash transfer with an agricultural input package to 500 households in Marka District, Lower Shabelle.

The word unconditional carries weight here. Households in a drought do not all need the same thing in the same week. A transfer that does not dictate its own use lets a family settle the debt, buy the water, or hold on to the livestock that its own circumstances make most urgent, and it treats people as the best judges of their own emergency.
