A violation that is never reported cannot be answered. In much of Somalia the obstacle is not indifference but mechanism: communities are unsure where a report goes, and the officials who receive one have not always agreed on what happens next.
From July 2023, BADEF worked in Mogadishu and Baidoa to strengthen the mechanisms for reporting child rights violations, raising awareness among communities and among the stakeholders who act on what is reported.
The project engaged over 100 security sector duty bearers and 100 community stakeholders, deliberately both sides of the same process. Awareness on its own produces reports that go nowhere; agreement among duty bearers on its own produces a channel nobody uses.
Reporting mechanisms are infrastructure. They do not appear in a distribution figure, but they decide whether the children a programme reaches can be protected once it has gone.
